But law firm Cozen O'Connor's investigative findings into Don Fehr & the NHLPA revealed that miscommunications & misunderstandings led to insufficient action, rather than individual or systemic action. Some may find these findings insufficient due to the nature of the incident. Sexual assault & the display of absolute disregard for the safety of others does not sit well with the general public, and many expect heads to roll.
