The Flyers, per CapFriendly, have roughly $5 million to spend this summer, so they would have to send a contract or two the other way if they want Debrincat. The offer they apparently sent included the 5th overall pick this summer, Joel Farabee and/or Cam York, and possibly finagle James van Riemsdyk & his hefty contract back to Chicago. But just because Chicago may have received that offer does not mean they will accept it. There are other teams who possess the assets necessary to acquire Debrincat.
The New Jersey Devils, who have the 2nd overall pick, also possess a wealth of talent, draft picks, and the cap space to fit Debrincat into their lineup. The Los Angeles Kings, Pittsburgh Penguins, Detroit Red Wings & New York Islanders all make sense as well. Although the Red Wings would probably need a third party team to facilitate a trade, as it is unlikely Chicago would move their star player to a division rival.
