Cho first appeared with the South Korean national team in 2008 and was a mainstay on their World Championship and Olympic qualifying rosters for years to come. 2018 was a big year for South Korean hockey as they hosted the Winter Olympics and participated in the top division of the World Championship for the first-time.
In four games at the 2018 Olympics, Cho had one goal, no penalty minutes and was a minus-four. Meanwhile in four games at the 2018 World Championship, he didn't record any points or penalty minutes and was a minus-three.
